Applications for work permits exceeding 15 cards must be submitted by mail. 

Work Permits by appointment. Monday through Thursday, 9:00 AM to 4:00 PM


VEHICLE PERMITS/DELIVERY TRUCK PERMITS

Oil & Gas companies must contact the Oil & Gas Administration for vehicle permits.

EARLY EXPIRATION OF WORK PERMITS

 For driver's licenses expiring before the year of application, the work permit card will expire on the same date as the driver's license/ID. Upon expiration of the work permit, the employee must submit a complete work permit packet and pay all associated fees to update their card.

Right to Refuse Service

Oil & Gas Indian Preference Contracting and Employment Ordinance, No. 2010-0-373-08

According to the Oil & Gas Indian Preference Contracting and Employment Ordinance, No. 2010-0-373-08, the Department of Labor §12 Prohibited Acts (G) Harassment or Abuse of Department of Labor Employees. An oil and gas permit holder shall not harass or abuse an employee of the Department of Labor carrying out official duties under this Chapter. Oil and gas permit holders are responsible for the actions of their employees and their contractors with respect to this paragraph. An oil and gas permit holder who engages in the conduct described in this paragraph will be subject to penalties, sanctions, and/or exclusion from the Reservation.

Important Updates

  • Appointments will be rescheduled if you are more than 15 minutes late


  • DOL will not be accepting applications by email.


  • Please have applications completed prior to scheduling an appointment.


  • Packets of more than (15) cards are required to be mailed in.


  •  All company-owned vehicles and personal vehicles transporting employees onsite while operating within the Jicarilla Apache Reservation for construction or solar projects must possess and prominently display a valid vehicle permit and sticker. This sticker should be affixed to a conspicuous area on each vehicle. Furthermore, this requirement extends to other applicable vehicles, such as graders, backhoes, and similar equipment.


  • All employees, contractors, and subcontractors of companies performing work on the Jicarilla Apache Reservation shall have in his/her possession a current work permit as described and required under Title 23 of the Jicarilla Apache Nation Code, with up-to-date employment information.

Renewal/Lost Work Permit Cards

All individuals seeking renewals or replacements for lost work permit cards must complete and submit a new work permit application.

Foreign Employees

Foreign employees working in the US must include I-9 Forms with their work visa as part of the necessary documentation. Additionally, a New Mexico Driver's License submission is required for employees from Mexico.
